Fishing Licences in Portugal (Algarve)

A wide variety of fish can be found in the rivers and lakes of Portugal, in the onshore coastal waters and deep sea, where big-fish angling is possible. There are various competitions for men, women, juniors and disabled and several major fishing festivals through the year.

Fishing Permits

A fishing licence (licença) is required to fish in Portugal. Children under the age of 14 are exempt if accompanied by a parent who holds a valid fishing licence.

A Sports Fishing Licence (Licença de Pesca Desportiva) is needed for sea fishing, and a Licence for Fishing in Inland Waters (Licença de Pesca Desportiva em Águas Interiores) is required for fishing in rivers and lakes.

There are a number of different types of general licence:

  1. National Licence (Licença Nacional): allows the holder to fish all over the country where fishing is not restricted, including the offshore islands
  2. Regional Licence (Licença Regional): allows the holder to fish either in the north, south or centre of the country
  3. Local Licence (Licença de Conselho): allows fishing only in the rivers and lakes in a given local authority district

Special licences are also available:

  1. Special Licence for Restricted Areas (Licença para Zona de Pesca Reservada): is required for fishing in protected or reserved zones at certain times of the year (a general licence is required in addition to this special licence)
  2. Special Licence (Licença Especial): for some visiting anglers without a Portuguese Residency Permit (Cartão de Residencia)

Getting a fishing licence

All fishing permits are issued by the Ministry of Agriculture and Fisheries (Ministério da Agricultura, do Desenvolvimento Rural e das Pescas - MADRP); though inland fishing permits are managed by the National Forest Authority, which is a department of the Ministry of Agriculture and Fisheries.

Fishing licences may be purchased through a "Multibanco machine" bank auto teller, the Regional Association of Sports Fishing (Associação Regional Centro de Pesca Desportiva) or through the local and municipal authorities (Câmaras Municipais) where the fishing is to take place.

Notes:
Foreigners without a Portuguese Bilhete de Identidade (BI) or Número de Contribuinte (NIF) can only buy their licence through a Multibanco machine. Or, if fishing in a stocked and supervised pond, a daily licence can be purchased on site if paid for in cash.

Foreignors without a Portuguese Multibanco card must go in person to a DGRM (Datapescas, da Direcção-Geral de Recursos Naturais, Segurança e Serviços Marítimos) or DRAPA (Direcção Regional de Agricultura e Pescas do Algarve) office.

How to purchase a fishing permit through a Multibanco machine

When purchasing a licence from a Multibanco machine, a passport number and a Número de Indentificação Fiscal (NIF) is required; foreign visitors can bypass this requirement by entering the passport number twice, instead of the NIF.

After inserting a bank/ATM card and entering the personal identification number, select:

  1.     "Pagamentos e Outros Serviços", then
  2.     "Estado e Sector Público", then
  3.     "Licenciamento de Pesca Lúdica", then
  4.     Select the type of licence
  5.         Freshwater: "Pesca Aguas Doces"
  6.         Sea/marsh: "Pesca Aguas Maritimas e Salobras"
  7.     Select the area in which the fishing will take place
  8.         National: "Nacional"
  9.         North (in and north of the Douro river): "Norte"
  10.         Centre (in and between the Douro and Tejo rivers): "Centro"
  11.         South (in and south of the Tejo river): "Sul"
  12.     Enter a passport number
  13.     Enter the passport number again
  14.     Confirm the information
  15.         if correct, select "Confirmar"
  16.         if not correct, select "Cancelar"

A printed receipt will be issued; this can be photocopied but should not be laminated, and must be carried with photo identification when fishing. If additional copies are required, they can be printed from any Multibanco machine within 60 days.

Hi Frank How did you send the euros over? On enquiring at the bank they would charge me £25 to send 4 euros over, is this correct? Also can British citizens use the multi banco machines if they input the passport number twice? Kind regards Kay

How did you transfer the money as I am having problems, apparently most banks will charge to £25 to send over 4 euros, was this a problem for you? Can British citizens use the multi banco machines if they input passport number twice?

Hi everybody

I just got my portuguese fishing licence online in 2 days. It is very simple. You can download the instructions in english here.

NOTE: The instructions are a bit confusing. You have to do step 2 first and step 1 second. Here is how I did it;
1. Transfer the money to their bank account as outlined in Step 2.
2. Print out the transaction from your online bank account, to pdf. This is proof of payment.
3. Send email as outlined in Step 1 of instructions, attaching copy of your passport and proof of payment.

Two days later I had my licence by post
That's it.

For some reason I can no longer access the instructions that I followed from ASMAA (but fortunately I kept a copy which I post separately hereafter).

I got a 1 month licence for shore only at a cost of 4 euros. All prices are set out in instructions in following message

PROCEDURES FOR SUBMITTING AN APPLICATION FOR ISSUANCE OF
RECREATIONAL FISHING LICENSE, BY E-MAIL
In accordance with paragraph 1 of Article 14 of Ordinance No. 14/2014 of January 23, applicants who wish to request, with a minimum of five working days before the start date, the license for recreational fishery in oceanic waters and inland marine waters under the jurisdiction of the maritime authority, on Portuguese mainland (not applicable in Madeira and Azores Islands), shall submit the request by e-mail under the following conditions:

c) Date and time of beginning of validity for the required license (at least five days after submitting the application);
d) type of license required (can be : “apeada” - exclusively for fishing from shore, “embarcada” – for fishing from shore and on board of recreational vessels; “submarina” – for underwater fishing; and “lúdica geral” for all the possibilities referred before);
e) Validity of the required license (can be “diária” – valid for 24 hours after issued; “mensal”, valid for one month after issued or “anual” valid for one year after issued).
f) Number of mobile phone contact able to receive messages (SMS).

The application must be accompanied by proof of payment of the required license and, if possible, a digitalized copy of the identification document referred on b).
2. Payment of the fee, (see table enclosed) , must be sent by bank transfer to the account of DGRM with the following data;
IBAN: PT50 0781 0112 01120012012 94 e Swift code (BIC) IGCPPTPL.
Within five working days after receipt of payment, DGRM shall send you the required recreational fishing license in pdf format, to the email address used for submission of application.
